Colonel (Retired) James “Brooks” Schultze serves as Mbroh’s Engineering’s Chief Operating Officer. He joined the company in 2024 after a distinguished 30-year career in the United States Army. Schultze brings extensive experience in leadership, strategic planning, and operations management in infrastructure development with the Army, and he’s well positioned to lead Mbroh’s operations across municipal, public works, water/wastewater and transportation industries.
As Chief Operating Officer, Schultze oversees daily operations, implements strategic initiatives, and enhances Mbroh’s operational efficiency. His leadership is instrumental in guiding Mbroh as it continues to expand its services and impact across the U.S. engineering industry.
Schultze’s final military assignment was as Deputy Commander and Acting Commander of the Southwestern Division, U.S. Army Corps of Engineers, where he provided guidance and direction to four operating district commands across Fort Worth and Galveston, Texas; Tulsa, Oklahoma; and Little Rock, Arkansas. Under his leadership, these districts managed the nation’s water resources infrastructure, supported military installations, and provided disaster response across six states, covering 2.3 million acres of public land and water.
Schultze also served as the Strategic Planner for the Army G-9 (Installations) at the Pentagon, where he played a crucial role in long-term strategic infrastructure initiatives supporting the Army’s missions. His extensive experience includes leadership positions at tactical operational, and strategic levels, both domestically and internationally. He served as NATO Engineer at Camp Resolute in Kabul, Afghanistan, as Brigade Commander of the 181st Infantry Brigade at Fort McCoy, Wisconsin, and as Chief of the Commanding General’s Initiatives Group for U.S. Army Europe, among other critical roles.
Schultze earned his commission through the Army Reserve Officer Training Corps at Texas A&M University, where he graduated as a Distinguished Military Graduate with a bachelor’s degree in Civil Engineering. He also holds a master’s degree in Engineering Management from the University of Missouri-Rolla and is a licensed Professional Engineer in Missouri.
His military education includes prestigious institutions such as the Army War College, the School of Advanced Military Studies, and the Canadian Staff College. Schultze’s dedication and service have earned him numerous awards and decorations, including the Distinguished Service Medal, Legion of Merit, Bronze Star and Defense Meritorious Service Medal.
